The National Union of Central Bank Employees (Sinal) has publicly declared its unwavering support for the Banco Central (BC) in the ongoing controversy surrounding Banco Master. This backing comes as the financial institution faces scrutiny over its decision to place several financial entities under extrajudicial liquidation.
Sinal’s statement emphatically rejects any efforts to entangle the Banco Central in political disputes or to create discord between the autarchy and the Supreme Federal Court (STF). The union emphasizes its trust in the technical expertise and public commitment of BC servers.
This position, as reported by Estadão Conteúdo, highlights the union’s commitment to safeguarding the integrity and credibility of the Banco Central, particularly in light of varied public analyses regarding the BC’s recent actions. Sinal aims to counter misinformation and protect the institution’s operational autonomy.
Sinal Denounces Politicization Attempts
In a formal note, the Sindicato Nacional dos Funcionários do Banco Central (Sinal) expressed its strong disapproval of any attempts to draw the Banco Central into political or electoral conflicts. The union also condemned efforts to foster animosity between the BC and members of the Supreme Federal Court (STF).
Sinal stated that it has been closely observing the recent developments concerning the BC’s decision to implement extrajudicial liquidation for financial institutions. The union noted the diverse and often contradictory public discussions that have followed these decisions, with some analyses suggesting delays and others pointing to precipitous action.
The union’s statement also addressed claims of external pressures influencing the BC’s decisions. “Some speak of market pressures, others of pressures from political agents,” the text read. “In certain cases, there are even attempts to artificially create a climate of antagonism between the BC and the STF.”
Defending Technical Excellence and Institutional Credibility
According to the union’s communication, such initiatives only serve to spread disinformation, weaken public debate, and jeopardize the credibility of institutions. “We reiterate our full confidence in the integrity, technical quality, and public commitment of the work carried out by BC servers – auditors, technicians, and prosecutors – who form the technical basis for the decisions adopted by the institution’s collegiate board,” the statement defended.
Sinal highlighted that the professional excellence of the Banco Central is widely recognized both within Brazil and internationally. This recognition, the union argued, has been crucial in enabling Brazil to navigate successive international financial crises while maintaining a solid, stable, and trustworthy financial system for society.
The union also expressed its conviction that all necessary clarifications would be provided to the competent authorities by Banco Central representatives. These explanations would be offered in a timely manner and through the appropriate institutional forums and instances, as has always been the case.
Repudiating Opportunistic Exploitation of the Situation
The representative entity took the opportunity to register its “absolute repudiation” of “opportunistic manifestations” that seek to exploit the current episode to promote the Proposed Constitutional Amendment (PEC) 65/2023. The union views this proposal as highly detrimental to societal interests and an infringement upon the guarantees currently afforded to Banco Central employees.
Sinal contends that these guarantees are essential for servers to operate with technical autonomy, free from undue external pressures. The union has consistently argued that removing the BC from public law, beyond introducing significant legal uncertainty, would weaken the legal framework for its staff and compromise the very public nature of the monetary authority.
“There is no doubt that the decisions of the Banco Central, in all areas of its operation, have significant impacts on society. Precisely for this reason, the institution is permanently exposed to pressures of different natures – political, social, and market-related. It is precisely in this context that the nature of the BC’s typical state activity becomes evident, and the necessity for its servers to be subject to the rules and guarantees of public law and the Unique Legal Regime (RJU), which ensure them institutional protection and tranquility for the full exercise of their functions,” the union concluded.
